Address at the Canada-China Forum on Trade and Investment Cooperation

December 1, 2025
Toronto, Canada

Distinguished guests,
Ladies and gentlemen, friends,

Good evening. It is a great pleasure to be here in Toronto, the “City of Dreams”, for the Canada-China Forum on Trade and Investment Cooperation. On behalf of the China Council for the Promotion of International Trade (CCPIT), I extend a warm welcome to all the distinguished guests present and express our sincere respect to all friends who have long been committed to fostering friendly exchanges and practical cooperation between China and Canada.

This year marks the 55th anniversary of the establishment of diplomatic relations between China and Canada and the 20th anniversary of the establishment of our strategic partnership. On October 31, President Xi Jinping and Prime Minister Mark Carney had a pivotal meeting in Gyeongju, South Korea, where they reached important consensus and provided strategic guidance on the direction for developing and improving China-Canada relations. China-Canada economic and trade cooperation is now ushering in a favorable period of accelerated development.

The CCPIT is China’s largest national-level trade and investment promotion agency and has long been dedicated to promoting practical cooperation between China and Canada. As early as the 1950s, the CCPIT established contacts with Canadian non-governmental trade organizations. In 1972, we hosted the Canadian Department of Industry, Trade and Commerce for an exhibition in China. In 1990, we set up a representative office in Canada, making positive contributions to advancing economic and trade cooperation between our two countries.
As bilateral relations improve, we have organized a delegation of Chinese entrepreneurs from sectors including finance, aviation, engineering, logistics, medical devices, and light industry and textiles to visit Canada. This is to implement the important consensus reached by our leaders and to further promote exchanges and cooperation between the business communities of China and Canada. I would like to take this opportunity to share three points.

First, expand trade and investment flows. China has been Canada’s second-largest trading partner for 22 consecutive years. In 2024, our bilateral trade volume reached 93 billion US dollars, a year-on-year increase of 4.5%. Canada’s exports to China grew by 6.1% to 46.6 billion US dollars, representing Canada’s first trade surplus with China in many years. In the first ten months of this year, Canada’s exports to China increased by 3.5% year-on-year. As of the end of September this year, the stock of two-way investment had exceeded 22 billion US dollars. In the first three quarters of this year, China’s direct investment in Canada reached 450 million US dollars, a year-on-year increase of 43.4%.
Companies like the century-old financial giant Sun Life and global mobility technology leader Magna continue to deepen their presence in the Chinese market. Products from brands like Canada Goose and Lululemon are highly popular among Chinese consumers. Tim Hortons has opened over 1,000 stores in China. China’s mechanical and electrical products, electric vehicles, and garments provide more choices for Canadian consumers.

The CCPIT will build high-quality platforms for economic and trade promotion, support enterprises from both sides in deepening cooperation in traditional areas, and explore collaboration in emerging fields such as clean energy, climate change, and tech innovation. Together, they could develop third-party markets, achieve mutual benefit and win-win outcomes across a broader scope, in more areas, and at deeper levels.

Second, strengthen industrial and supply chain synergy. China and Canada have highly complementary resource endowments and economic structures, significant alignment of interests, and vast potential for cooperation. Take energy cooperation as an example, Canada is an important producer and exporter in the international oil and gas market, while China is the world’s largest energy consumer and importer, making it a key partner for Canada in building its energy strength and achieving economic and trade diversification. China is the largest buyer from the expanded Trans Mountain pipeline, and large Chinese oil and gas enterprises have invested over 75 billion Canadian dollars in Canada. This has reinforced industries from both sides with shared benefits and common progress.

Since 2023, the CCPIT has successfully held three editions of the China International Supply Chain Expo (CISCE), making it a globally recognized economic and trade event and a widely participated international public good. Canadian institutions and enterprises, including the Quebec Government Office and Xinflix Entrepreneur Club, have actively participated with wonderful results. The fourth CISCE will be held next June in Beijing. We sincerely invite Canadian friends to attend the event in China, to jointly strengthen international cooperation in industrial and supply chains. My colleague from the CIEC will provide a detailed presentation on this later.

Third, deepen business cooperation within multilateral frameworks. In today’s world, transformations unseen in a century are accelerating, with rising unilateralism and protectionism, and significantly increased instability and uncertainty. The business communities of China and Canada should follow the right direction of free trade and economic globalization, resolve differences through cooperation, eliminate risks through mutual trust, promote greater development of economic and trade ties, and contribute to an open world economy.

In 2026, China will host the APEC for the third time. The CCPIT will lead the APEC business activities, organize the APEC CEO Summit and meetings of the APEC Business Advisory Council (ABAC). We look forward to robust participation of the Canadian business community. Together with business leaders from other APEC economies, we can engage in in-depth exchanges and build consensus on issues such as regional economic integration, sustainable development, digital innovation, connectivity, finance and economics, to foster an open, inclusive, and non-discriminatory international economic environment.

Ladies and gentlemen, friends,
In recent years, China has consistently contributed around 30% to global economic growth, making it an important engine for the world economy. In the first three quarters of this year, China’s GDP grew by 5.2% year-on-year, ranking among the top of the world’s major economies. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has charted the blueprint for China’s economic and social development over the next five years, reaffirming China’s commitment to high-quality development and high-level opening up. With the world’s largest middle-income group, the most complete industrial system, a large and high-quality talent pool, and rapidly emerging hubs of global innovation, China will provide enormous development opportunities for business communities worldwide. We hope the business communities of China and Canada will seize this opportunity, strengthen mutually beneficial cooperation, and achieve mutual success and win-win development.

Looking ahead, the CCPIT is ready to work hand in hand with our Canadian partners to provide all-round support for enterprises from both countries to deepen cooperation. This will promote the healthy, stable, and sustainable development of China-Canada relations while generating tangible collaboration outcomes.

Finally, I wish this forum a complete success! Thank you.
